1. I wouldn't. A chop saw has a metal guard, whereas a miter saw has a plastic guard. The metal shavings can melt the plastic, which can cause problems with the operation of the guard. You also have match the arbor. Depending on the capacity of the miter saw, it may be set up for 5/8" or 1" arbor. Must cutoff saw blades use 1". Check the diameter of the blade as well. Most chop saws are 14", and the largest diameter miter saw is 12". You can find metal cutting blades besides the abrasive type that may work in your saw. However, a better option may be to use a jigsaw with a metal cutting blade, or a circular saw with an abrasive blade, or even a grinder. Hope this helps.
2. at work when we need to cut wood we usually fit a wood blade on our chow saw but I dont know if it works the other way, probably if the blade fits and its rated for the rpm and has the same arbor its probably ok but also youd be surprised what you can do with a hacksaw a good 30 dollar hack saw with some 18 tpi blades will rip through even solid stock fairly quickly
